Program Overview

Russian Academic Renewal and Exchange Program: U.S.-RAR aims to strengthen U.S.-Russia bonds within higher education. The program partners with the Free University (Latvia), the Faculty of Liberal Arts and Sciences (Montenegro), Smolny Beyond Borders (Germany), Bazaleti University (Georgia), Charles University Nemtsov Center (Czech Republic), and other appropriate higher education institutions in exile to support displaced Russian educators in creating new university courses for Russian students that rival the censored, ideologized courses taught by Russian institutions. The courses will be developed in consultation with American faculty specialists and will be taught at these five Russian universities in exile.

Eligibility Requirements

When applying for the program, an applicant must:

• Be a citizen of Russia residing outside of Russia for no more than 10 years;
• be a university teacher who previously taught in Russian higher education institution;
• be currently teaching at one of the partner institutions in exile:
  • the Free University (Latvia)
  • the Faculty of Liberal Arts and Sciences (Montenegro)
  • Smolny Beyond Borders (Germany)
  • Bazaleti University (Georgia)
  • Charles University (Czech Republic)
  • Other relevant institutions in exile
